Summary:
Interface completed a Fiduciary Risk Assessment (FRA) for the overall Ugandan public financial management system and in particular for the water and sanitation sector. The purpose was to strengthen public financial management and accountability and reduce the risk of public funds being misused through weak administration or corruption.
From key documentation reviews and sector-wide consultations, we constructed the historical and institutional context of the Ugandan public financial management system, highlighting the reforms in the water and sanitation sector from the past decade. Our consultants drafted key sections of the national and the water and sanitation FRA using Public Expenditure and Financial Accountability (PEFA) international guidelines.
