Summary:

The Dutch Development Organisation (SNV Uganda) sought to establish a Local Capacity Development Fund (LCDF) and as part of the preparatory phase contracted Interface to establish how the supply and demand  for capacity development services at decentralised levels ( from local government to community levels)  were generated. It was envisaged that this would help determine the strategic issues to be supported and addressed by a local LCDF initiative.

Interface explored local level  capacity demand and supply issues in three geographical regions in Uganda. A strategic approach to the establishment of the local capacity development fund ( for the Ugandan context) was outlined and key areas for short to medium term intervention within the agriculture, education and water and sanitation sectors were identified.
